Sampannata: Right to Food

Tikamgarh is one of the most backward districts of Madhya Pradesh. Out of the 6 blocks Prithvipur is known to be most backward block in Tikamgarh.. The block has 123 notified villages and 60 hamlets. These hamlets here are not reached by any government service that leads to very low health and immunization coverage, and high rates of illiteracy.

Unemployment

There are no regular sources of labor work in the block. The daily wages given to agricultural labor is as low as Rs.30 to 35, which is far below for minimal requirements. Most of Harijans and Adivasis migrate to big cities like delhi in search of work.  Some migrate to other agricultural areas in springs and March for harvesting of soyabean, wheat, mustard. 

Ration:

Most of the shopkeepers themselves are not informed about the policies that have to be followed while running a public distribution system shop.  Most of the shops to not open as prescribed by the government.  There have been cases where in spite of the grains being is stored in the shop the shopkeepers tend to refuse on the availability of grains and hence sell the available stop at higher rates than those prescribed by the government.

The ration shops are at large controlled by influential people. They buy ration in any quantity wished, whether being grains or kerosene oil filled in drums. Adivasi families get a very limited amount of kerosene and grains at these shops. Even the measurement of these grains is highly biased. In some cases 4.5 kg of wheat has been written as 5 kg.

Immunization:

Immunization services provided by A.N.M are very poor. They rarely go to villages and even if they visit they do not undertake immunisation. People often hesitate to lodge complaint against her. Remote villages are still unserved as A.N.M is not ready to go there.

Gram Sabha:

Sarpanch are hesitant in conducting gram sabha meetings. According to them if meetings will be held then people will ask about the details of money the received, and spent for which they do not have data available with them. The reason for which is that most of the money Is already taken up by the middle men. 

Panchayat:

Most of the Panchayat meetings take place at the residence of the Sarpanch.  The female Sarpanch in no way is a part of these meetings.  Even the other when panchayat members do not attend these meetings.  Most of them tell that none of them is even invited to these meetings. These meetings take place with only the Sarpanch and Secretary being a part of it.

Status of Education:

The entire block has 302 primary schools, but in most of them the teachers either don't go to school or sit in the school idle and go back home without teaching with that of the students. In spite of making Complaints to the government education department, there have been no actions taken against these teachers.

Children coming from the families that Migrate in search of work to other cities, have not been able to get education in any of the schools as they have to sit back home and look after the younger ones .

A survey of 20 villages was done in Prithvipur to study the quality of service delivery on the various schemes being implemented by the government.

Goal: To ensure that the constitutional guarantees are met by the government, through communities participation in the process of governance.

 

Objectives

  • Organizing people at village and block, where people themselves can raise problems, monitor, follow-up and benefit from the right to food and RTI. The civil society organizations to be strengthened which should have a total ownership of programs.

  • Using communication techniques to disseminate information among people on the various schemes.
  • Setup a system of information flow. Making the information flow institutionalized. The information should flow directly to the people and through any intermediaries.
  • To make efforts for sufficient supply at PDS Shop to meet the demands, timely opening of shops, provisions for taking grains in installments, and that people get grains in prescribed pattern.
  • Ensure regular supply of grains and cooking material at ICDS centers through community liaison and demand generation from food department
  • Making efforts to re-engineer the ICDS logistics i.e. storage space, cooking space, hygiene assurance
  • Activate PTA and motivating it to involve itself in the school activities.
  • Initiating the Mid-Day meal scheme in schools where it is not functional.
  • To work and sensitize service providers on qualitative service delivery.
  • To build community level groups who work and act on the issues of food security.
  • Include Right to Information activities as a part of the project, that facilitates timely and accurate information transfer.
  • Getting Antyodaya cards issued to eligible candidates, and ensuring the services are reached
  • To use the finding of the survey already done for educating the community and initiating the social action.
  • Make use of advocacy tool wherever the system dysfunctions.
  • Organize people and communities, who should raise the voices against malpractices and the dysfunction.
  • To facilitate a active dialogue between service provider and community.
  • Ensure that employment assurance schemes reach the eligible candidates.
  • To let people realize and identify problems as being the problems.
